Sex Offender Apprehension Program (SOAP) Squad

The primary purpose of the SOAP Squad is to apprehend registered sex offenders who are not in compliance with sex offender registration laws Chapter 62 of the Texas Code of Criminal Procedure.  The SOAP Squad may assist outside agencies including the U.S. Marshal Service, Texas Department of Public Safety, and the Dallas County Probation/Parole who are in need of assistance with the execution of a warrant, the apprehension of an offender, or the apprehension of a civilly committed offender who has escaped from any Sexually Violent Predator Treatment Program.

The Sex Offender Registration team (SOR) is responsible for managing the records of registered sex offenders (RSO) residing in the city.  The duties of the SOR team are mandated by state law, the Department of Public Safety (DPS), and the Dallas Police Department (DPD) policies. Their duties include; but are not limited to:

  • Completion of state and local documents/forms
  • Maintenance sex offender database & files (offender Watch/DPS Registry)
  • Address verification/routine updates
  • Scheduling appointments for new offenders and more detailed registration issues (military, federal, etc.)
  • Electronically forwarding state forms to DPS in a timely manner
  • Fingerprinting and photographing
  • Buccal Swab collection – forward to DPS CODIS Lab 
Registrants will report in person and make changes to their home and work address, vehicle information, telephone number, or any other reportable changes.  Registration hours are as follows:  

Homeless Registrants:
Will report bi-weekly on MONDAY ONLY between the hours of 7:00 am – 12:00 pm.

Annual Registrants: 
Will report once per year on TUESDAY ONLY between the hours of 7:00 am- 2:00 pm.

90 Day Registrants:
Will report every 90 days on THURSDAY ONLY between the hours of 7:00 am-2:00 pm.

Registrants with Routine Updates:
Will report weekly on WEDNESDAY ONLY between the hours of 7:00 am- 2:00 pm.

Civil Commitments:
Are through the Dallas County Sheriff's Office.
